Transformation Story 05

Building Population-Scale Caregiver Capability: CareChannel

Leading a two-year Ontario Ministry-funded initiative to build accessible caregiver capability at population scale.

Ministry reach target: 1 million OntariansReported post-deployment reach: approximately 1.7 million Ontarians within five months
Mandate
Build and deliver an accessible caregiver-capability initiative capable of reaching at least 1 million Ontarians.
Context
CareChannel was a two-year Ontario Ministry-funded initiative designed to provide practical education and resources for family and community caregivers. The initiative operated within Ravinder's SE Health leadership period.
Role & Authority
Ravinder led and managed CareChannel end-to-end, including budget accountability, project team and vendors, the Ministry relationship, and development and delivery.
Constraint
Reaching a population-scale, diverse caregiver audience required accessible, multilingual capability infrastructure well beyond conventional internal employee learning.
Decision
Build multilingual digital resources and live delivery — digital caregiver resources, training and educational videos, care guides and job aids, and live workshops — designed to expand caregiver access across Ontario.
Trade-off
Deliver population-scale reach and accessibility while maintaining practical, high-quality caregiver capability across partners, vendors, and stakeholders.
What Changed
A funded, multilingual caregiver-capability program was delivered at population scale, with real-time translation and relay supporting live delivery.
Evidence
  • Ministry reach target: 1 million Ontarians
  • Reported post-deployment reach: approximately 1.7 million Ontarians within five months
Boundary
The 1.7M figure represents Ontarians reached by CareChannel, not learners personally trained by Ravinder. The approximately $2M annual project funding was separate from SE Health's approximately $2M annual L&D operating budget; the two are not aggregated.
Transferability
Relevant to public-sector partnership, externally funded transformation, population-scale capability, digital capability infrastructure, accessibility and multilingual delivery, major-program leadership, vendor and team governance, stakeholder collaboration, and measurable reach.
