Performance Enablement
Performance Enablement is the discipline of creating the conditions required for people to perform successfully at work. Learning may be one of those conditions. So may workflow design, information, tools, practice, manager reinforcement, authority, technology, incentives, or governance.
Capability asks whether people can perform. Performance enablement asks whether the system allows and supports them to perform.
Shift the unit of value from learning activity to work performance
Courses, content, completions, learning hours, and platform activity can tell us that development activity occurred. They do not tell us whether the work changed. Performance Enablement starts with the observable behaviour, decision, output, or standard the organization needs and works backward to the conditions required to produce it.
Learning has value when it changes something that matters at work. Performance is where that value becomes observable.
Capability is necessary. Conditions matter too.
A person can know what to do and still fail because the workflow is poorly designed, information is inaccessible, the system makes the correct action difficult, priorities conflict, managers reinforce something else, authority is unclear, or consequences reward the wrong behaviour.
Performance Enablement treats capability and environment as interdependent. Building more knowledge cannot compensate for a system that prevents people from applying it.
Design from the moment of performance
Internalize
What must be known without delay because recognition, safety, judgment, or speed depends on it?
Practise
What requires repeated decisions, feedback, experience, or judgment under realistic conditions?
Retrieve
What changes often enough that accurate point-of-work access is safer than memory?
Support
What checklist, prompt, workflow cue, template, AI support, or reference can reduce error during the work?
Enable
What tools, authority, process, manager action, incentives, technology, or governance must exist for performance to succeed?
What this looks like in practice
Technology adoption
Instead of stopping at system training, define the required workflow, role behaviour, information, prompts, manager reinforcement, and evidence that the new way of working is actually being used.
Compliance
Instead of treating annual completion as the endpoint, ensure people can recognize the situation, make the correct decision, access current guidance, escalate when needed, and perform correctly under real conditions.
AI adoption
Instead of generic AI training, redesign the work, decide what AI should perform, determine what humans must still understand and judge, build workflow support, and preserve accountability and verification.
From investment to business effect
The value chain should be explicit. What changed in the intervention or environment? What capability changed? What behaviour or performance changed at work? What operational measure moved? What economic, risk, capacity, customer, or workforce effect followed? Each step requires its own evidence; completion alone cannot stand in for the chain.
How it fits with the decision system
Workforce Capability Diagnosis identifies the constraint. Right Intervention selects the response. Minimum Viable Performance defines the sufficient capability system. Performance Enablement asks whether the full operating environment supports successful execution. IMPACT then tests whether the resulting capability and performance contributed to the business result.
The goal is not to deliver an intervention. The goal is to establish the conditions for successful performance and verify that the work changes.
